ALL LANDLORDS MUST REPORT TENANTS Cecil Township code states, “Any person owning property which is rented to one or more persons for residential purposes who willingly or negligently fail to submit tenant lists as required shall be liable for various penalties.” Cecil Township Code Enforcement Officer Mark Whalen wishes to remind landlords to provide a list of tenants to the township before March 31st and again before September 30th of each year.
